Alfred von Tirpitz
Grand Admiral, Chief of Naval Operations

He was awarded the Pour le Merite personally by Emperor Wilhelm II at Surpreme Headquarters in Pless on the 25th anniversary of the German possession of the Island of Helgoland and also in recognition of outstanding service of Admiral Tirpitz in his leadership in the organization of the German Navy and the establishment of the German High Seas Fleet.

Admiral Tirpitz was appointed as Navy Secretary of State seven months later on March 17, 1916.
